Can't change lock screen on windows 8.1

I tried to change my lock screen in the photos app. First of all it took forever and finally I got a message that said can't change lock screen/make sure the file isn't damaged and try again. I tried this with five other pictures and I got the same thing each time. I then tried to change it in settings and the preview for the picture would not load at all.

HELP!!!

    Hi Chris,

    Perform Reset and see if it helps.

    a: Press Windows logo + W  to open the search box.

    b: Click Settings and then type Remove Everything and reinstall windows, hit enter.

    c: Click Next

    Note: Take a backup of all your data to an external disk, as the reset may result in data loss.

    I complete the refresh however It didn't fix the issue. Actually the first thing that came up on my lock screen was the same image I had previously set as my lock screen. Additionally after the refresh, I tried going in and changing the lock screen image but that didn't work either. In actual fact it made it worse, because now I have to re-install my Microsoft Office Suite again and I lost some applications. Do you have another way I can fix the frozen lock screen, because this is getting really frustrating now.

    Hi Alejandra,

    Perform Refresh and see if it helps.

    a: Press Windows logo + W   to open the search box.

    b: Now type Refresh your PC and hit enter.

    c: Now click Get Started under Refresh your PC without affecting your files.

    d: Now click Next.

    Note: Refreshing Windows 8 will remove all third party applications installed and it will reset all the Microsoft applications to default.

    Hi Jake,

    I am looking for the status of the activation, which in your case is activated.

    Also, from 'Change PC Settings' Click Activate and see if there is an option there to activate.

    a: Press Windows key + I

    b: Click Change PC Settings

    c: Click Activate
