If you do not see the Windows 8.1 update in the Windows Store, here are some of the reasons. You can find more details here on why you may not be seeing the Windows 8.1 update.
a. If you’re running Windows 8.1 Preview, here’s how to update to the final version.
b. If you’re running Windows Enterprise Edition or Volume License version of Windows Pro. You must speak to your system administer to learn how to update.
If you are not sure, the following steps will help you identify if you have a Volume License version of Windows:
If it says something that resembles Volume, you won’t be able to get it through the store and will need to talk to your system administrator about their plans for rolling out this update based on the Volume License agreement through the
Volume Licensing Service Center (VLSC). If you are the system administrator or the person responsible for your company’s computers, you should refer to this article for information on how to upgrade.
c. If you’re using a Multiple Activation Product Key through a Commercial or MSDN contact. To install the update, you need to use media obtained through those programs.

If everyone is having the same problem its because it wont show up in the windows store (yet)
if you want to get windows 8.1 on your computer
1) Go to the windows desktop and go to updates there.
2) Update your computer to the higest version of Windows 8
3) Once you cant update Windows 8 anymore, then go to the Windows Store to see if it is there.
If this still doesn't work, Your PC will not be eligible for an upgrade.
Here is a step-by-step picture process if you need it:

go to control panel and click on system and security^^
2)
Click on Windows update.^^
3)
Here you go! after that restart>go to windows store>and it will be there!

I have a new Windows 8 machine and I couldn't see the 8.1 upgrade in the Store. I uninstalled update KB2871389. Rebooted and reinstalled Windows Update KB2871389. That worked and I am now downloading the Windows 8.1 upgrade from the Store app.
