If you do not see the Windows 8.1 update in the Windows Store, here are some of the reasons. You can find more details here on why you may not be seeing the Windows 8.1 update.
a. If you’re running Windows 8.1 Preview, here’s how to update to the final version.
b. If you’re running Windows Enterprise Edition or Volume License version of Windows Pro. You must speak to your system administer to learn how to update.
If you are not sure, the following steps will help you identify if you have a Volume License version of Windows:
If it says something that resembles Volume, you won’t be able to get it through the store and will need to talk to your system administrator about their plans for rolling out this update based on the Volume License agreement through the
Volume Licensing Service Center (VLSC). If you are the system administrator or the person responsible for your company’s computers, you should refer to this article for information on how to upgrade.
c. If you’re using a Multiple Activation Product Key through a Commercial or MSDN contact. To install the update, you need to use media obtained through those programs.

To refresh the catalog, try pressing the Windows and R key together to open the run box, type WSReset.exe and hit Enter. Reboot and check the Windows Store again.

I have tried all of the tips from the other posts and nothing works. I do not get the 8.1 Update displaying in the Store.
I do not have a volume licence.
Another problem - for several months now, I have not been able to successfully install ANY Windows Updates. They ALWAYS fail. So I cannot install any of the recommended updates. I have tried all of the trouble shooting for Windows Updates, but nothing has worked. Somehow I think the Media Center install/licence has something to do with this. Media Center has never workled for me since I inbstalled it. I was hoping the 8.1 Update would cure the ills with my existing Windows 8.0, but I can't access this update. It seems like a "Catch-22" situation. Please help me - anyone !

Firstly before you update your system to 8.1
I would strongly suggest you gain a solid foundation on which to build up from. Basically by strengthening your core operating system first with a "Refresh/Reset" (I would use Reset and Keep Nothing) as you say you have so many errors/issues namely Windows Update. (just remember to perform complete back before) It has been said, that if the user's system is in need of updates before installing 8.1 the 8.1 update will not show. Once you have your core "foundations set" system sorted you will be able to test this. After you have completed steps if you still don't see the update via the Store. See if you can use Internet Explorer to go to Windows.com where the update is clearly promoted (must be on an administrators account to perform update) and select the option "Get this now" which will take you to the Store for download. Please, again before you install Run the Upgrade Advisor first to give you a heads up of any issue's. (also make a full inventory of your drivers to assist in locating new versions from manufactures)
