If you do not see the Windows 8.1 update in the Windows Store, here are some of the reasons. You can find more details here on why you may not be seeing the Windows 8.1 update.
a. If you’re running Windows 8.1 Preview, here’s how to update to the final version.
b. If you’re running Windows Enterprise Edition or Volume License version of Windows Pro. You must speak to your system administer to learn how to update.
If you are not sure, the following steps will help you identify if you have a Volume License version of Windows:
If it says something that resembles Volume, you won’t be able to get it through the store and will need to talk to your system administrator about their plans for rolling out this update based on the Volume License agreement through the
Volume Licensing Service Center (VLSC). If you are the system administrator or the person responsible for your company’s computers, you should refer to this article for information on how to upgrade.
c. If you’re using a Multiple Activation Product Key through a Commercial or MSDN contact. To install the update, you need to use media obtained through those programs.

To refresh the catalog, try pressing the Windows and R key together to open the run box, type WSReset.exe and hit Enter. Reboot and check the Windows Store again.

I got my 8.1 tile back in the store after I uninstalled the second KB2871389 that I found by doing a second search after uninstalling the first one. I don't even want to guess why there were two of them on my system, installed on different dates. I then ran Windows Update and I had 658GB of updates that needed to be installed. Watch for the one listed in the optional updates that looked to be important. After I did that I have the tile back. I did a restore point just to make sure I could get it back if needed.
FINALLY got it to show in the store, but a lot of people, if you choose my path, will not enjoy the solution. I had to do a factory reset(strange seeing Vista and all it's horrors again). I do not blame Microsoft for this, as it was obviously needed, as now my desktop is about 3 times faster. I suppose going for a 4th operating system pancaked into this PC was too much to handle. Took about 10 hours total of uninstalling and reinstalling Windows, programs, apps, etc. I gave up on the quest to find a rational reason for 8.1 not showing up, and well, starting over with a clean slate isnt always a bad thing.
