If you do not see the Windows 8.1 update in the Windows Store, here are some of the reasons. You can find more details here on why you may not be seeing the Windows 8.1 update.
a. If you’re running Windows 8.1 Preview, here’s how to update to the final version.
b. If you’re running Windows Enterprise Edition or Volume License version of Windows Pro. You must speak to your system administer to learn how to update.
If you are not sure, the following steps will help you identify if you have a Volume License version of Windows:
If it says something that resembles Volume, you won’t be able to get it through the store and will need to talk to your system administrator about their plans for rolling out this update based on the Volume License agreement through the
Volume Licensing Service Center (VLSC). If you are the system administrator or the person responsible for your company’s computers, you should refer to this article for information on how to upgrade.
c. If you’re using a Multiple Activation Product Key through a Commercial or MSDN contact. To install the update, you need to use media obtained through those programs.

You may also attempt an automated fix by running the Windows Update troubleshooter

To refresh the catalog, try pressing the Windows and R key together to open the run box, type WSReset.exe and hit Enter. Reboot and check the Windows Store again.

Just to confirm is Step 9 working for anyone? We have heard several reports that this step is working for quite a few people.
Sync your App License:
- On the Start screen, tap or click Store to open the Windows Store.
- Swipe in from the right edge of the screen, and then tap Settings.
(If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, and then click Settings.)
- Tap or click App updates.
- Tap or click Sync licenses.

Ignore all the above mentioned solutions, but just install the update titled (Update for windows 8-KB2871389) from the windows update, reboot your PC and u shall get the windows 8.1 update notification right in the store.

You have obviously not read this properly...we have posted because we cannot get the update KB2871389 and therefore cannot get the 8.1 Update. Even manually downloading KB2871389 and installing the update gives message "Not applicable to this computer". Despite having Win8 X64 Pro. That's why all the detail is posted.

Actually if you don't have update installed you won't see it. This thread was intended for those that have installed the update and still can't see the update. Can you confirm you don't have the 8.1 Preview installed? That might explain why you are seeing that. There are other steps to follow above if you have the preview
