If you do not see the Windows 8.1 update in the Windows Store, here are some of the reasons. You can find more details here on why you may not be seeing the Windows 8.1 update.
a. If you’re running Windows 8.1 Preview, here’s how to update to the final version.
b. If you’re running Windows Enterprise Edition or Volume License version of Windows Pro. You must speak to your system administer to learn how to update.
If you are not sure, the following steps will help you identify if you have a Volume License version of Windows:
If it says something that resembles Volume, you won’t be able to get it through the store and will need to talk to your system administrator about their plans for rolling out this update based on the Volume License agreement through the
Volume Licensing Service Center (VLSC). If you are the system administrator or the person responsible for your company’s computers, you should refer to this article for information on how to upgrade.
c. If you’re using a Multiple Activation Product Key through a Commercial or MSDN contact. To install the update, you need to use media obtained through those programs.

You may also attempt an automated fix by running the Windows Update troubleshooter

To refresh the catalog, try pressing the Windows and R key together to open the run box, type WSReset.exe and hit Enter. Reboot and check the Windows Store again.

I cannot get KB2871389 to install as well, receiving the same "Not applicable to this computer", and I, as well am running Win8 X64 Pro.
Did you make sure you downloaded the correct architecture?
On the download page, you should see a x86 and x64 version of the update. Make sure you download the right one. Based on the configuration you described, it should be the x64 version of the update that you would need.
Yes, I did download and run the x64 version many times, and was always met with the same result: "Not applicable to this computer", and have tried EVERY possible fix that seems to works for many people. I am on a retail copy of Win8 Pro, as well, not a volume license.

Thanks very much for providing all this information. I’ve been following up with several of you individually with respect to system information and it appears that most of those that have replied have installed with a Volume License key. As mentioned in this article if you are using that you won’t be able to update via the Store.
If you are using a version purchased individually ( at retail, or that came with the PC when you bought it) I recommend you check to confirm this using the following command. If you know you are using a Volume License you can skip to that section below
1. Open the run dialog box: Windows Key + R
2. Type the following and press enter slmgr.vbs /dli
3. You will see a window titled Windows Script Host.
If it says “Volume” you won’t be able to get it through the store and will need to use the method below
Volume License: If you are running a Volume License then you should talk to your System administrator about their plans for rolling out this update. If you are the system administrator or the person responsible for your companies Computers you should refer to **this article******for information on how to upgrade. If you are using Windows 8 with a Volume license you will only be able to update the system using media obtained using your companies Volume License agreement through the Volume Licensing Service Center (VLSC).

I reinstalled my pc with clean install, installed all updates, and tried all the instructions above but still NOwindows 8.1 upgrade on Store......
