If you do not see the Windows 8.1 update in the Windows Store, here are some of the reasons. You can find more details here on why you may not be seeing the Windows 8.1 update.
a. If you’re running Windows 8.1 Preview, here’s how to update to the final version.
b. If you’re running Windows Enterprise Edition or Volume License version of Windows Pro. You must speak to your system administer to learn how to update.
If you are not sure, the following steps will help you identify if you have a Volume License version of Windows:
If it says something that resembles Volume, you won’t be able to get it through the store and will need to talk to your system administrator about their plans for rolling out this update based on the Volume License agreement through the
Volume Licensing Service Center (VLSC). If you are the system administrator or the person responsible for your company’s computers, you should refer to this article for information on how to upgrade.
c. If you’re using a Multiple Activation Product Key through a Commercial or MSDN contact. To install the update, you need to use media obtained through those programs.

To refresh the catalog, try pressing the Windows and R key together to open the run box, type WSReset.exe and hit Enter. Reboot and check the Windows Store again.

You cannot update a 32-bit machine to a 64-bit machine unless it uses a 64-bit processor. You can install a 32-bit O/S onto a machine with a 64-bit processor, but manufacturers haven't done that for years now.
However, it does appear that the Intel Pentium E2140 is in fact a 64-bit processor. Assuming that your RAM and other components are also compatible with 64-bit, you should be able to install the 64-bit O/S, although what havoc that will wreak with your applications is something I could only speculate about.
I have a 64-bit processor. I made the mistake of upgrading from Windows 7 32-bit to Windows 8 32-bit, forgetting I had replaced the CPU. I understand that I'll lose my apps if I upgrade, but that's ok. Most of my programs I downloaded free. My only concern is with Office 365. I have the University edition, which I had Microsoft Tech Support help me reinstall after I uninstalled the whole thing trying to get rid of Outlook. How would I know if my other components are compatible with 64-bit? Wouldn't the fact that my 32-bit OS is working prove they are?
