If you do not see the Windows 8.1 update in the Windows Store, here are some of the reasons.  You can find more details here on why you may not be seeing the Windows 8.1 update.

  1.  You may be running an edition of Windows 8 that doesn’t support the update from the Store.

   a. If you’re running Windows 8.1 Preview, here’s how to update to the final version.

   b. If you’re running Windows Enterprise Edition or Volume License version of Windows Pro.  You must speak to your system administer to learn how to update.

If you are not sure, the following steps will help you identify if you have a Volume License version of Windows:

  • Open the run dialog box by using the Windows Key + R
  • Type the following and press enter   slmgr.vbs /dli
  • You will see a window titled Windows Script Host.
  • On the first line you should see either “RETAIL channel” or “Volume Channel”

If it says something that resembles Volume, you won’t be able to get it through the store and will need to talk to your system administrator about their plans for rolling out this update based on the Volume License agreement through the

Volume Licensing Service Center (VLSC).  If you are the system administrator or the person responsible for your company’s computers, you should refer to this article for information on how to upgrade.

  c. If you’re using a Multiple Activation Product Key through a Commercial or MSDN contact.   To install the update, you need to use media obtained through those programs.

  1. You have not installed all pending Windows Updates.  You can find details here on which update is needed to see the Windows 8.1 update.

If you are having issues with installing Windows Update we recommend you post for help with that issue.

You may also attempt an automated fix by running the Windows Update troubleshooter

  1. You need to sync your App License; you can do this by:
  • On the Start screen, tap or click Store to open the Windows Store.
  • Swipe in from the right edge of the screen, and then tap Settings.

(If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, and then click Settings.)

  • Tap or click App updates
  • Tap or click Sync licenses
  1. The Windows Store Catalog is not refreshing correctly.

To refresh the catalog, try pressing the Windows and R key together to open the run box, type WSReset.exe and hit Enter.  Reboot and check the Windows Store again.

    Hello,

If everyone is having the same problem its because it wont show up in the windows store (yet)

if you want to get windows 8.1 on your computer

    1) Go to the windows desktop and go to updates there.

    2) Update your computer to the higest version of Windows 8

    3) Once you cant update Windows 8 anymore, then go to the Windows Store to see if it is there.

If this still doesn't work, Your PC will not be eligible for an upgrade.

Here is a step-by-step picture process if you need it:

    1)

go to control panel and click on system and security^^

    2)

    Click on Windows update.^^

    3)

Here you go! after that  restart>go to windows store>and it will be there!

    Your Welcome!

Honestly, why are you so reluctant to call Microsoft Support on the phone?  They are quick to respond, courteous and knowledgeable, and they WILL get your problem solved.

For me, and I am an IT professional at a very high level with MSCE certification, I could not get it to install on two of my own machines that had been running Windows 8,1 for some of the same reasons mentioned here.  By calling MS Support, I obtained a .iso installation file and valid key, and that solved the problem right away.

Support for this issue is free of charge.

I have no idea where you are located, but this page contains a list of worldwide Microsoft support telephone numbers:  http://support.microsoft.com/gp/customer-service-phone-numbers/en-us?FR=1.  In the United States, the phone number is (800) 642-7676.
