If you do not see the Windows 8.1 update in the Windows Store, here are some of the reasons. You can find more details here on why you may not be seeing the Windows 8.1 update.
a. If you’re running Windows 8.1 Preview, here’s how to update to the final version.
b. If you’re running Windows Enterprise Edition or Volume License version of Windows Pro. You must speak to your system administer to learn how to update.
If you are not sure, the following steps will help you identify if you have a Volume License version of Windows:
If it says something that resembles Volume, you won’t be able to get it through the store and will need to talk to your system administrator about their plans for rolling out this update based on the Volume License agreement through the
Volume Licensing Service Center (VLSC). If you are the system administrator or the person responsible for your company’s computers, you should refer to this article for information on how to upgrade.
c. If you’re using a Multiple Activation Product Key through a Commercial or MSDN contact. To install the update, you need to use media obtained through those programs.

To refresh the catalog, try pressing the Windows and R key together to open the run box, type WSReset.exe and hit Enter. Reboot and check the Windows Store again.

I'm having this problem too. 8.1 upgrade initially appeared in the store but when I tried to install I received a message saying I needed Administrator privileges (which I had). After following some tips in a separate post the upgrade has completely disappeared from the Store, but has not been applied. I'm running Windows 8 Pro on a newly delivered Alienware (Dell) desktop PC.
I have applied all Updates in Windows Update - a review of the history reveals that the required update KB2871389 doesnt seem to be listed as one that has been applied? And yet there are no updates available when I check...

I had this issue.
I ran windows update through control panel and installed all the available updates then the Windows 8.1 free upgrade was available
What about those that can see the update, but the Store just re-downloads the update over and over again without any error messages, prompts, or warnings when the Store tries to install the update AND you have the "OEM_DM" channel? Kinda **** here in limbo since the "upgrade using a Windows 8 product key" option doesn't work and 2 "Answer Desk" agents can't figure out the problem.
I apologize for not getting back to you sooner but, the following day after I made my post here I was called by a family member to go back North immediately. Due to the family emergency I've been away from my home and my computer otherwise I would have written back sooner. I do apologize if I pissed anyone off and I do I thank everyone for they're help on the above matter. It took me a good 3 hours but, after some intensive reading I was able to remedy my problem and get my lap top back to its previous problem free state that it was before this issue occurred.
What's nice is that if someone like myself has a problem they have a couple of different choices they may choose to fix a computer problem. Because I've got a reasonable amount of computer savvy I went with both options. I left a post here knowing that someone would lend me an assist and after I made my post here I just wasn't satisfied with not getting the problem fixed so, I continued to read and search and read some more until I finally was able to make sense of things and find the appropriate fix. Thank you so very much for your help on the above matter. Please consider this to be a closed and or solved topic/problem.
