If you do not see the Windows 8.1 update in the Windows Store, here are some of the reasons. You can find more details here on why you may not be seeing the Windows 8.1 update.
a. If you’re running Windows 8.1 Preview, here’s how to update to the final version.
b. If you’re running Windows Enterprise Edition or Volume License version of Windows Pro. You must speak to your system administer to learn how to update.
If you are not sure, the following steps will help you identify if you have a Volume License version of Windows:
If it says something that resembles Volume, you won’t be able to get it through the store and will need to talk to your system administrator about their plans for rolling out this update based on the Volume License agreement through the
Volume Licensing Service Center (VLSC). If you are the system administrator or the person responsible for your company’s computers, you should refer to this article for information on how to upgrade.
c. If you’re using a Multiple Activation Product Key through a Commercial or MSDN contact. To install the update, you need to use media obtained through those programs.
If you are having issues with installing Windows Update we recommend you post for help with that issue.
You may also attempt an automated fix by running the Windows Update troubleshooter

I am running windows 8 Pro 64-bit why cant I get the pro up date it wont down load sat all apps are up dated.Gene Nelson
Ugh I have spent so many hours on this but you are probably right. Thing is this is not for my personal machine it is for a client so trying my best to make it simple as possible. (I have many other clients to support). I have had the unfortunate luck of spending several hours with their support in some cases till I got to a bright light.
I suggest calling Microsoft support. Given how busy they must be in light of this fiasco, they actually responded unexpectedly quickly.
Yeah well I guess this is what I am asking for. I also wonder if the issue my client is having accessing the store is because they are not signed in with a Microsoft Account. They use AOL for some strange reason. Anyway that mysterious ISO you managed to snag is probably what I would ideally want as it is not clear to me how to now add a Microsoft account to their profile. If one truly is required for me to launch the store now (it never was before) why is it not prompting me to login? You know like web apps for the past 15 years have been designed to do? Please some guidance...
