If you do not see the Windows 8.1 update in the Windows Store, here are some of the reasons. You can find more details here on why you may not be seeing the Windows 8.1 update.
a. If you’re running Windows 8.1 Preview, here’s how to update to the final version.
b. If you’re running Windows Enterprise Edition or Volume License version of Windows Pro. You must speak to your system administer to learn how to update.
If you are not sure, the following steps will help you identify if you have a Volume License version of Windows:
If it says something that resembles Volume, you won’t be able to get it through the store and will need to talk to your system administrator about their plans for rolling out this update based on the Volume License agreement through the
Volume Licensing Service Center (VLSC). If you are the system administrator or the person responsible for your company’s computers, you should refer to this article for information on how to upgrade.
c. If you’re using a Multiple Activation Product Key through a Commercial or MSDN contact. To install the update, you need to use media obtained through those programs.

To refresh the catalog, try pressing the Windows and R key together to open the run box, type WSReset.exe and hit Enter. Reboot and check the Windows Store again.

No, this did not work for me.
So u got Update working now 8.1
The Windows 8.1 upgrade in the Windows Store is not showing up for me now either. However, this is after I had to refresh my system due to problems with a previous attempt to download win8.1. When I initially tried this download, it was there in my store options. The download failed with error code: 0xC1900101-0x400017 (might have been D and not 17 - it flashed too quickly). After the system reverted to win8, I had problems booting, getting error code: 0xc000021a. I had set a manual restore point prior to the 8.1 download, and have had to restore to it several times to get back up and running.
Today, I set a new restore point after updating my office software. After this, the 0xc000021a error code came up again, but this time would not let me restore at all. It seemed to be caught in a loop that would not allow the restore process to work. I finally gave up and refreshed my system. (I am NOT happy about having to re-install all my software again!!!) In looking for the 8.1 upgrade to download before I re-install everything again, it is not there. Can you PLEASE HELP???
