I'm concerned about having a machine in a broken state going forward, though.

here's what I ran:

 get error 87 when I run the above statement in command prompt running as admin.

Make sure that the cmd window title is:  Administrator: Command Prompt.

Also, I don't think case is a factor but all the help does show it so it may be an idea to fix that too.

Here is another related command which could give you more information

    Dism.exe  /Online  /Cleanup-Image /AnalyzeComponentStore

Otherwise use the  DISM.log  to find out what is going on.  You could also run ProcMon to help find and supplement any other diagnostics which are available.

    Thanks for the tip. I did it and the new dism log looks good without any Chinese characters!! Can I remove the old dism log or is there a reason I should keep it? It's not really taking up much space, so maybe it's best to keep? I don't want to do anything to mess anything up. :)

    Yes, you can remove the DISM.log.old without any problems.  I just moved mine to my public OneDrive folder, in case Microsoft ever wanted to see it, since Susan Bradley supposedly opened a case for me. Perhaps she did, but I never was contacted by Microsoft to this very day.  I don't regret doing the repair install as I learned a lot and perhaps cleaned up some other potential issues.  And I now have a "real" Windows 8.1 DVD.  But it looks like this KB2969339 is doing the trick for many users.  It's kind of sad that we had to wait for two months for this update.  I guess MS did not consider this to be a very serious issue.

    This bug has reared its ugly head again. I ran /checkhealth which reported corruption. I ran /restorehealth which again reported error 0x800f081f and the store could not be repaired. 

    I restored my system with a good image and everything was fine again. I decided to copy the entire WinSXS folder to an attached USB drive. I ran /checkhealth every time I booted the computer which reported there was no corruption. Today /checkhealth again reported corruption and /restorehealth was unable to fix the corruption. 

    I then used the command Dism /Online /Cleanup-Image /RestoreHealth /Source:P:\winsxs /LimitAccess which pointed to my external drive and that resulted in the component store being repaired. 

    Something is corrupting the store. I have not installed any programs nor installed any updates other than the Defender definition updates. The event logs do not show anything which I can determine is causing the problem. I have performed virus scans and scans using Malwarebytes and both scans report no issues. I have no idea what is causing this, but at least I am able to repair the problem by using a local good version of WinSXS.  

    The CBS.log reported: (p) CSI Payload Corrupt (Fixed) amd64_microsoft-windows-ie-f12_31bf3856ad364e35_11.0.9600.16438_none_f16970cdcb6475c1\F12.dll

    That particular payload is part of KB2887595 which was a November update rollup package including performance and reliability improvements to Win 8.1. The CBS.log reports it cannot find the package when using Dism /Online /Cleanup-Image /RestoreHealth but the missing payload IS found when I point /RestoreHealth to my local source. 

    Once again, I have no idea why this continues to happen.
