I'm concerned about having a machine in a broken state going forward, though.

here's what I ran:

 get error 87 when I run the above statement in command prompt running as admin.

Make sure that the cmd window title is:  Administrator: Command Prompt.

Also, I don't think case is a factor but all the help does show it so it may be an idea to fix that too.

Here is another related command which could give you more information

    Dism.exe  /Online  /Cleanup-Image /AnalyzeComponentStore

Otherwise use the  DISM.log  to find out what is going on.  You could also run ProcMon to help find and supplement any other diagnostics which are available.

    I'm seriously considering buying a retail version of 8.1 to do a repair install with my oem version on my Toshiba. 

    Will a repair install using a retail version work with my currently installed oem version? Will it remove all my toshiba software that is included on my computer? Will it potentially cause any other issues with my computer? What will happen with my recovery partition?

    i think I read that you can do a repair install with a retail disk on oem version if the versions are identical. Since I have 8.1 update installed, do I need to buy a retail disk that is Win8.1 with update (1) already installed?

    From what I've read and  not tried myself extactly  .. you can use the msdn 8.1.1 version to do a repair install on oem.  You would need to use something like MagicJellyBean Keyfinder to get your oem key and the repair install will need the generic key to install.   Then you simply change, from control panel/ system,  the installed key to your oem to activate.

    I had corrupt store after the 8.1 update 1 and the msdn repair install fixed it quick and almost no programs missing on the repair.   Just a couple off simple .exe non installed programs needed links repaired.

      Then I made a custom refresh wim and renamed it install.win and registered it for a new recovery drive. Old original recovery saved it incase ever want to go back to factory new, but really its worthless.  All the downloads it has special are available from support.

    So if the monthly updates don't work tomorrow and allow me to run dism restorehealth successfully, I'm seriously considering buying a retail version of 8.1 to do a repair install with my oem version on my Toshiba. Or I may  take up Susan Bradley and open a case with Microsoft Support (and hopefully not be on the phone with them for hours and hours).

    Will a repair install using a retail version work with my currently installed oem version? Will it remove all my toshiba software that is included on my computer? Will it potentially cause any other issues with my computer? What will happen with my recovery partition?

    You can do a repair install, even though you have an OEM version installed.  I'm sure it doesn't matter if you have the update installed, since the Windows 8.1 ISO that I downloaded did not contain any updates, even though my system did, and it worked fine.  Depending when the retail DVD was mastered, it may not contain any updates either.  The retail DVD will remove any updates on your system that are not burned into the DVD. Apparently, it's not like the old days with the Service Packs. 

    Any "fluff" applications that Toshiba installed with the OS will probably remain installed.  If not, they will be moved to the "Windows.old" folder if they are not compatible with 8.1.  Since your recovery partition is probably on partition "D:" and is likely hidden, it will be left untouched.  But, once everything is working, you can delete it since you now have the DVD if you ever need to do a clean install.

    All that matters is that you have a retail key code so you can activate Windows, once the install is done.  Remember to boot your system normally then load the correct DVD (box comes with 32-bit and 64-bit disks), navigate to the DVD and run "setup.exe",  just like you were installing another program.  You should not need to enter any generic key codes, just your new retail 8.1 DVD key code that's in the box.  Make certain that you select the option to save all data, settings and programs.  In any case, I still recommend doing a backup image of your "C:" partition first,  just to be completely safe.  But normally, these repair installs seem to work out fine, based on my experience and that of many forum posters.
