How and where do I find "App Readiness"?

This error may appear for multiple reasons. Some common causes are VPN clients and an unexpected System Reserved Partition size.
Try removing any VPN Clients and attempt the update again.
You might be able to fix this problem by using third-party software to increase the size of the System Reserved partition.

Easy...search for 'services.msc'. Will be near the top of the list.
Fantastic! After struggling with this update and trying everything suggested since this beast showed its ugly face, enabling App Readiness service worked for me. Thank you so much.
Funny thing, though; with App Readiness enabled it takes my PC over 3 and half minutes to be ready for use after leaving the “Welcome Screen”. From what I can tell, App Readiness was introduced in the transition from Windows 8 to 8.1 and has been problematic for me since its inception! It has gone back to being “disabled”!
This is so frustrating! I've tried everything I could find about solving this problem and nothing works! Everything is installed from the 2919355 update but that update itself. When I try to run the 8.1 install, I put in the generic product key and hit next. The next message I get is something similar to "We can't connect right now please check your internet connection."
I'm not sure what else to do at this point.
Zomg guys, unbelievable, but after a few weeks of trying it finally worked!
What I did:
*Removing all VPN programs
*Removing all virtual network adapters which were created by the vpn progs
*Activating the 'App Readiness' in 'services.msc' like Michael Andrea said
Left my PC with the update process and went for breakfast - came back and noticed the green marketplace icon in the taskbar. Eventually!
