I spoke too soon. I installed the first 20 or so of the updates after a system refresh, and then suddenly updates stopped installing. I then attempted to fix this by uninstalling them manually, and attempting over and over to try and troubleshoot-fix Windows Update, followed by a number of updates including KB2871389, which fails only when the machine restarts. I have followed KB949104 to refresh BITS and the SoftwareDistribution folders, including setting them to their "default security descriptor" as per the KB. I have even checked that the Certificates on my machine seem okay - although a like-for-like Windows 8 to Windows 8 machine check is not yet done. The Windows Update Troubleshooters, both in Windows 8 and downloaded from the WIndows Site continually detect the same issues over and over again. I therefore went back to a System Restore Point just after the system refresh; all to no avail. I even got my Experience Rating, and checked that Windows was Activated. I can only think now of dropping back once again to a system refresh and seeing whether Windows Update functions ok.

ah I see you added information to your original post. If that Kb isn't installed you won't get it in the store. Can you confirm if you are using a Volume Licence key or a Regular Retail Key?

I've added some additional information about how to determine if you are using a Volume License in **this thread**

I finally got the update to show in the store after a lot of searching and messing around. I was then able to download the 3gb update . however the update failed the first time I tried it , screen went black and I had to power off and after my pc had restored windows 8 (thankfully) I tried again, Windows had deleted the install files so I had to download it all over again which was annoying as Im on a 15gb a month limit. to avoid having to download it over and over I found the install in a hidden directory here C:$WINDOWS.~BT and before restarting to install I backed this up on a usb drive Good job I did as the install failed again and when I looked the files had been deleted , Rather than re-download again I copied what I had saved on my usb stick back to c: When I clicked the download in the store it saw the files already there and continued to update which thankfully worked this time. WHAT A WASTE OF TIME, I spent a good 8 or 9 hours and half my monthly bandwidth getting this thing to work, upgrades should be hassle free not a trial by I.T. BIG TIP: SAVE THE INSTALL FILES FROM HERE C:$WINDOWS.~BT BEFORE YOUR RESART it is a hidden directory , you have to change the settings of file explorer to show hidden and system files. Oh AND ONE MORE THING, AFTER THE UPDATE TO 8.1 MY AUDIO DRIVER STOPPED WORKING, i HAD TO RE-INSTALL THE DRIVER IN COMPATIBILITY MODE FOR WIN 7 TO MAKE IT WORK. iT just failed again during a session and had to be re-installed again. This is a huge issue as I use my laptop for audio all the time for sound in live performances AND NEED A RELIABLE SYSTEM, NEVER HAD ANY ISSUES WITH THIS BEFORE. very unimpressed by this Microsoft, unbelievably flaky more ,, now i have just tried to run Daz3d and it says my open gl version 1.1 is not sufficient to run the program i need 1.3 , it was running fine before the update to 8.1, seems my graphics setup is up the creek too, i am beginning to hate windows 8.1 EVEN MORE PROBLEMS. since the upgrade to 8.1 my laptop will now freeze every time it comes out of hibernation, again never had this happen before, and the audio driver keeps failing and needing me to delete it in devise manager and let it re install. I AM VERY ANGRY NOW. these problems are causing me no end of grief, I want to go back to windows 8 but it seems that is not possible without a full clean install, another day wasted, I'm starting another thread now as this is no longer related to the original post

CONCLUSION

My problem with failures to install ANY Windows 8 updates that install when the computer reboots seems to have been caused by the Software Protection service failing to start properly.

In the Windows Update issue post, see that my only resolution was to burn a Windows 8 DVD and then do Setup, and to only leave behind my data. This fixed the issue first time. Yes it was hassle, but it took a lot less time to get my computer back up and running and installing updates (which let's face it, is worth about as much as getting 8.1 to show up in the store).

ah I see you added information to your original post.

If that Kb isn't installed you won't get it in the store.

Can you confirm if you are using a Volume Licence key or a Regular Retail Key?
