Windows 8.1 does not appear in Windows 8 Professional [NOT 8.1 Preview] Store

Windows 8 Professional (NOT PREVIEW) does not show the Windows 8.1 Update on the Store.  Instead the Store, as usual, begins with Spotlight and not Windows.

These additional (perhaps related) issues are present:

  • Unable to install KB2871389
  • Facebook App in the store cannot be installed as the system does not meet minimum requirements

The following have been tried:

  • Updating from Preview - BECAUSE WE ARE NOT RUNNING PREVIEW
  • Numerous direct links to the entry on the store (paste ms-windows-store:WindowsUpgrade into IE, Chrome, FFx)
  • SFC /SCANNOW
  • WSRESET
  • Checked not running Windows 8 Enterprise, Windows 8 Pro via KMS activation, and Windows 8 via MSDN ISO's.
  • Waited for a period of time with the PC turned on
  • Sitting for an hour with MS Support (thanks Jer419!)
  • Clean install of latest nVidia display drivers using GeForce Experience
  • Windows Update Troubleshooter
  • Uninstall, reboot, and re-install of nVidia Drivers

- Clean boot and installation of US Language Pack (couldn't do it)

  • System refresh followed by Windows Update Repairs

- Windows 8.1 Upgrade Assistant

  • Installation of KB2871389 which is an update to Windows 8 to make the store ready for 8.1 downloads(previously "The update is not applicable to your computer") - now just fails after the system restarts.
  • Installing every available update one-by-one
  • Another system refresh

Fixes achieved:

  • System refresh fixed:

--- Being unable to install the US Language Pack (KB2607607)

--- Windows Update issue where there was a repeating install of one update and no updates listed as having been installed ever (it's still not 100%, however, with updates failing on reboot)

--- Program and Features > "Turn Windows Features on and off" previously showed an empty white box with NO "Please Wait..."

CONCLUSION

My problem with failures to install ANY Windows 8 updates that install when the computer reboots seems to have been caused by the Software Protection service failing to start properly.

In the Windows Update issue post, see that my only resolution was to burn a Windows 8 DVD and then do Setup, and to only leave behind my data.  This fixed the issue first time.  Yes it was hassle, but it took a lot less time to get my computer back up and running and installing updates (which let's face it, is worth about as much as getting 8.1 to show up in the store).

See that post for information on how to check if you have the same problem as me, ie the Software Protection service isn't running and fails to start with an Access Denied error.

    I've sent a private message to a few of you with some steps to try to troubleshoot Windows update.   If you could let me know if you try those it might be helpful.

    Well, now it's all ok following some instructions of a replay.

    I've never see the KB2871389 actualization but I downloaded the WindowsUpgradeAssistant.exe program. When It was running, took me to the store and started to install something well I was seeing a white screen for a 20 minutes more or less and I decided to turn off the PC. After restart I've realized that at last the OS was being updated.

    My situation:

     

    Windows 8 Pro with Media Center 64 bit

    • English (Ireland) United Kingdom Keyboard
    • Windows 8 was an online upgrade after purchasing Windows 7 machine just before Windows 8 launch
    • Media Center was the free upgrade offer
    • When I go to Program and Features > Turn Windows Features on and off I see the Windows Features form with an empty white box - no features listed.
    • When I View installed Updates I only see 4 updates
    • In the last few days all of my modern UI apps got a little black box and had to be repaired by reinstalling from the store :(
    • wsreset did not make windows 8.1 upgrade appear in the store
    • Upgrade Assistant has no complaints (apart from deauthorise pc in iTunes)

    Problem 1: Update always failed: Intel Corporation - Storage Controller - Intel(R) 7 Series Chipset Family SATA AHCI Controller 

    Finally solved it by installing this Intel Rapid Storage Driver:

    It says it includes support for 7 Series SATA AHCI Controller.

    It installed fine.

    Then reran Windows Update, this time SATA upgrade worked. Problem solved

     

    Problem 2: KB2802618 update continuously appears in updates required. Continuously succeeds to install. Obviously something is wrong it doesn't install properly.

    I note on http://support.microsoft.com/kb/2802618?wa=wsignin1.0 that under File Information it refers to

    However my C:\Windows\System32\ntoskrnl.exe is 6.2.9200.16628 ... so patch is trying to install an older file?

     

    Problem 3: KB2871389 fails during manual install: "The update is not applicable to your computer".

     

    Problem 4: Windows 8.1 upgrade does not appear in Windows Store.

    It sounds like you have a lot of Windows Update issues going on.   Why don't you try running the Windows Trouble shooter, then  reboot and try it again.

    Thanks Bill. You're right. Actually when I investigated some more I realised my machine must be in a mess especially if:

     - installed updates history only had a handful of updates (dozens were missing, no possiblity of uninstalling any of them)

     - there were no possible features listed in the add new system features dialog

     - the Refresh Operation System option basically said "no can do"

     - etc

    I did have failed memory a few weeks ago which of course I replaced, but not after many random crashes - perhaps that corrupted part of the system. Also I recall being suspicious that the Media Center upgrade did not install nicely.

    I decided to rebuild the machine. Windows 8 Pro 64 bit. Now just got the last of the 60+ updates installed. And I see that the Windows 8.1 upgrade option has appeared in the store. So I'm good to go.

    I haven't bothered with Media Center this time around. Will think about it after the 8.1 upgrade.

    I've started a new thread.    The same steps are covered but  there are a couple of new ones.

    This will help us collect some additional information on this issue.
