Windows 8 Professional (NOT PREVIEW) does not show the Windows 8.1 Update on the Store. Instead the Store, as usual, begins with Spotlight and not Windows.
These additional (perhaps related) issues are present:
The following have been tried:
- Clean boot and installation of US Language Pack (couldn't do it)
- Windows 8.1 Upgrade Assistant
Fixes achieved:
--- Being unable to install the US Language Pack (KB2607607)
--- Windows Update issue where there was a repeating install of one update and no updates listed as having been installed ever (it's still not 100%, however, with updates failing on reboot)
--- Program and Features > "Turn Windows Features on and off" previously showed an empty white box with NO "Please Wait..."
CONCLUSION
My problem with failures to install ANY Windows 8 updates that install when the computer reboots seems to have been caused by the Software Protection service failing to start properly.
In the Windows Update issue post, see that my only resolution was to burn a Windows 8 DVD and then do Setup, and to only leave behind my data. This fixed the issue first time. Yes it was hassle, but it took a lot less time to get my computer back up and running and installing updates (which let's face it, is worth about as much as getting 8.1 to show up in the store).
See that post for information on how to check if you have the same problem as me, ie the Software Protection service isn't running and fails to start with an Access Denied error.

There are two incompatible applications found; Sony PC Companion and PunkBuster Services.
I have uninstalled these, and re-ran the compatibility advisor to confirm they are no longer listed - however it just came up with the same list again, even though I have confirmed they are gone from AppWiz.cpl. I am rebooting and will re-run again.
The rest, which are all games, have updates available.
I have tried the assistant it still didn't help, after I ran the program I clicked next and took me to the store again but of course the update is not listed there.

My situation:
Windows 8 Pro with Media Center 64 bit
Problem 1: Update always failed: Intel Corporation - Storage Controller - Intel(R) 7 Series Chipset Family SATA AHCI Controller
Finally solved it by installing this Intel Rapid Storage Driver:
It says it includes support for 7 Series SATA AHCI Controller.
It installed fine.
Then reran Windows Update, this time SATA upgrade worked. Problem solved
Problem 2: KB2802618 update continuously appears in updates required. Continuously succeeds to install. Obviously something is wrong it doesn't install properly.
I note on http://support.microsoft.com/kb/2802618?wa=wsignin1.0 that under File Information it refers to

However my C:\Windows\System32\ntoskrnl.exe is 6.2.9200.16628 ... so patch is trying to install an older file?
Problem 3: KB2871389 fails during manual install: "The update is not applicable to your computer".
Problem 4: Windows 8.1 upgrade does not appear in Windows Store.
Question how do I download a back up of the Windows 8.1 installer? Can I burn the downloaded package on to a back up DVD or USB stick?
