Windows 8 Professional (NOT PREVIEW) does not show the Windows 8.1 Update on the Store. Instead the Store, as usual, begins with Spotlight and not Windows.
These additional (perhaps related) issues are present:
The following have been tried:
- Clean boot and installation of US Language Pack (couldn't do it)
- Windows 8.1 Upgrade Assistant
Fixes achieved:
--- Being unable to install the US Language Pack (KB2607607)
--- Windows Update issue where there was a repeating install of one update and no updates listed as having been installed ever (it's still not 100%, however, with updates failing on reboot)
--- Program and Features > "Turn Windows Features on and off" previously showed an empty white box with NO "Please Wait..."
CONCLUSION
My problem with failures to install ANY Windows 8 updates that install when the computer reboots seems to have been caused by the Software Protection service failing to start properly.
In the Windows Update issue post, see that my only resolution was to burn a Windows 8 DVD and then do Setup, and to only leave behind my data. This fixed the issue first time. Yes it was hassle, but it took a lot less time to get my computer back up and running and installing updates (which let's face it, is worth about as much as getting 8.1 to show up in the store).
See that post for information on how to check if you have the same problem as me, ie the Software Protection service isn't running and fails to start with an Access Denied error.

Can you try what Dirk suggested? Christo's suggestion only applies if you have the 8.1 Preview Installed.

You can download the update for free from the Windows Store. You'll be able to keep your personal files, but you'll need to reinstall your apps. Make sure you have any original installation media that might be required for apps that were not installed from the Windows Store.
Got it, I unistalled KB 2871389, hard rebooted my PC. Reinstalled KB 2871389 and now the update shows.
