Windows 8.1 does not appear in Windows 8 Professional [NOT 8.1 Preview] Store

Windows 8 Professional (NOT PREVIEW) does not show the Windows 8.1 Update on the Store.  Instead the Store, as usual, begins with Spotlight and not Windows.

These additional (perhaps related) issues are present:

  • Unable to install KB2871389
  • Facebook App in the store cannot be installed as the system does not meet minimum requirements

The following have been tried:

  • Updating from Preview - BECAUSE WE ARE NOT RUNNING PREVIEW
  • Numerous direct links to the entry on the store (paste ms-windows-store:WindowsUpgrade into IE, Chrome, FFx)
  • SFC /SCANNOW
  • WSRESET
  • Checked not running Windows 8 Enterprise, Windows 8 Pro via KMS activation, and Windows 8 via MSDN ISO's.
  • Waited for a period of time with the PC turned on
  • Sitting for an hour with MS Support (thanks Jer419!)
  • Clean install of latest nVidia display drivers using GeForce Experience
  • Windows Update Troubleshooter
  • Uninstall, reboot, and re-install of nVidia Drivers

Clean boot and installation of US Language Pack (couldn't do it)

  • System refresh followed by Windows Update Repairs

Windows 8.1 Upgrade Assistant

  • Installation of KB2871389 which is an update to Windows 8 to make the store ready for 8.1 downloads(previously "The update is not applicable to your computer") - now just fails after the system restarts.
  • Installing every available update one-by-one
  • Another system refresh

Fixes achieved:

  • System refresh fixed:

--- Being unable to install the US Language Pack (KB2607607)

--- Windows Update issue where there was a repeating install of one update and no updates listed as having been installed ever (it's still not 100%, however, with updates failing on reboot)

--- Program and Features > "Turn Windows Features on and off" previously showed an empty white box with NO "Please Wait..."

CONCLUSION


My problem with failures to install ANY Windows 8 updates that install when the computer reboots seems to have been caused by the Software Protection service failing to start properly.

In the Windows Update issue post, see that my only resolution was to burn a Windows 8 DVD and then do Setup, and to only leave behind my data.  This fixed the issue first time.  Yes it was hassle, but it took a lot less time to get my computer back up and running and installing updates (which let's face it, is worth about as much as getting 8.1 to show up in the store).

See that post for information on how to check if you have the same problem as me, ie the Software Protection service isn't running and fails to start with an Access Denied error.

    I also have tried everything in this thread and still nothing in the store, I have windows 8 pro and all the updates installed and all language packs but still nothing.

    I miss the good old days of a straight forward service pack none of this "Do it through the windows store" rubbish.

    I hope this all gets fixed and soon.

    Nothing works, I have thrashed this around for 4 hours now , i fit the criteria for the free upgrade  I have checked everything 10 times or more uninstalled , re installed the update KB 2871389 , cleared the store cache , treid everything suggested here with no joy at all, Typical Microsoft flakiness, please someone sort this out. I have better things to do with my life
