Windows Experience Index reports error. How can I diagnose and fix this?

The Desktop Windows Manager Session Manager" service was started just as you suggested.  Frankly I am scared to mess with BIOS unless nothing else will work to find the errors in the Windows system.  I am risk-averse without Microsoft helping out.

You did not tell me the date and time you tried or post updated Event Viewer logs. Let's try again.

To identify what loads when you boot use Autoruns (freeware from Microsoft).

You may update BIOS(Basic Input Output System) from manufacturer's website and check the issue.

Note: Modifying BIOS/ complementary metal oxide semiconductor (CMOS) settings incorrectly can cause serious problems that may prevent your computer from booting properly. Microsoft cannot guarantee that any problems resulting from the configuring of BIOS/CMOS settings can be solved. Modifications of the settings are at your own risk. 

Also, verify that the "Desktop Windows Manager Session Manager" service is started.

a. Click Start, type services.msc in the Start search box and press Enter.

Click "Continue", if User Account Control prompts for permission.

b. Double click "Desktop Windows Manager Session Manager" service.

c. Click on the "General" tab. Make sure that the "Startup type" is "Automatic" and the "Service status" is "Started". If not, please select "Automatic" from the drop down menu and click the "Start" button to start the service.

d. Click ok.

I uninstalled that program early last week as it did nothing and I decided it was a type of scam.  I cannot find any files (in my semi-ignorant way), and I know that I have restarted the computer at least twice since it was uninstalled.  The event logs of 6-2 are the result.  I did try to do the Performance assessment just now and the results are the same...."Cannot complete assessment.  The assessment or other operation did not complete successfully due to an error of the OS, driver or component."  

At some earlier point in this journey, I did find and wrote down these two error messages:

           Error:  Failed to load XML 

                          an invalid character found in text content

           Error:  Cannot process assessment results

                           cannot load XML datat from a string

                           An invalid character was found in text content.

                           From Interface msxml6.dll:

                                    IXMLDOM Document 2

The good news is that the two logs came just as they should do. The bad news is that I could not spot exactly when you had the error. Notwithstanding that I did find a possible clue as to what could cause the problem you describe.

You have installed FixCleaner. FixCleaner is software that I would not allow on any computer under my control.  I suggest that it is uninstalled. Select Start, Control Panel, Programs and Feature, place the cursor on FixCleaner, right click and select Uninstall from the drop down menu. Restart the computer.
