Windows Experience Index reports error. How can I diagnose and fix this?

As you mentioned about the entry in registry editor which is a common entry in almost all registry keys.

It is very unfortunate that none of the suggestions provided in the previous posts helped.

As you have done almost everything to resolve the issue, I would suggest you to perform in-place upgrade on Windows 7 and check if it helps.

Windows 7 installation disk is required.

Note: I highly recommend backing up all of your important files and folders onto an external storage device before attempting any type of operating system repair or upgrade.

I have tried this several times now.  I put in Performance Control Panel  and  on the right side got

        *ab |in red inside a little box like a torn piece of paper| (Default)* under NAME

        REG_SZ   under TYPE

        Value not set    under DATA

I did the right side click and did typed the perf....   and then did the delete but still got the same ERROT message when I tried the WEI.

Now however, the  entry above still comes up when I click on the Performance Control Panel key under Policies.

What does it mean and should I do anything about it?

    I re-ran the assessment today at 1:44 pm today 6/22/14.  Unfortunately I recieved the same message -   it cannot run due to an error of the OS, driver or component.  

Other ideas?

I have now found the error which occurred on 17 May. This appears to be a non-recurring error. Have you tried since to re-run the assessment? To do it select Start, Control Panel, Performance Information and Tools, and click Re-run the assessment.
