Windows Live ID Sign-in Assistant to be disabled

I got following error message while I log in to my windows account and only my account.

I tried to set Windows Live ID sign-In Assistant to manual start in Windows Services. it only works one time, once I start using Windows Live mail and log out and log back in then I get error messaged again. I tried to msconfig and uncheck Windows Live IS Sign-In that I do not see error message, but  Windows Live Mail cannot launch,

I use Windows 7 Home Premium version.

It looks like that it has something with Windows Live mail,

    a couple of 'warnings' re WLIDSCV.EXE

    This is not at all uncommon. It's usually innocuous.

    "Given a couple of sysinfo logs and product reg key values, it should be possible to identify the rogue software very quickly."

    Let me know how you want these log entries presented / filtered

    I wasn't going to suggest that I could identify anything, but someone with the proper tools should be able to compare the logs of affected users with those of users who aren't to highlight common factors. We've seen it time and again that updates to other software create problems for Windows Live programs. It's often security software; both SpamFighter and Bullguard come to mind as having wreaked havoc in the past. We've also seen that particular types of hardware can be problematical. There was a case a few years ago where some users found that their contacts list simply disappeared. The cause was traced to a particular kind of Network Interface Card (NIC).

    I was rather hoping that the support staff with all their resources would be able to collect the same set of information from affected users in order to be able to conduct the sort of analysis that's needed.

    As far as security software goes I use MS Security Essentials and their firewall. Lately I have been receiving the pop-up error " Server is busy..." when trying to open Outlook 2013.

    Yes, there is a lot of info collected in the logs and scrolling through them last night certainly didn't (to me) reveal anything out of the ordinary.

    Anyway, having delayed the start-up of MSID Assistant stopped the original issue for me. Now to track down the reason for the latest pop-up

    I use Norton 360 for anti virus which can clean registry.

    No I shied away from registry cleaners years ago as MS did not warrant any of them and I figured if one was necessary MS would eventually bring one out.
