I got following error message while I log in to my windows account and only my account.
I tried to set Windows Live ID sign-In Assistant to manual start in Windows Services. it only works one time, once I start using Windows Live mail and log out and log back in then I get error messaged again. I tried to msconfig and uncheck Windows Live IS Sign-In that I do not see error message, but Windows Live Mail cannot launch,
I use Windows 7 Home Premium version.
It looks like that it has something with Windows Live mail,

There was a problem that caused parts of the Windows Live ID Sign-in Assistant to be disabled. You might not be able to sign in to Windows Live in some programs. I fixed this error as someone else had suggested by stopping signing in to Windows Live.
On Windows Live Home screen click on drop down arrow on the left
3 select mail
4 select connections
5 click stop signing in.
Everything now works fine no more frozen screen or error code
I also did a repair on Windows Live essentials as it wouldn't repair before I changed the sign in option.
I spent hours trying to get this to work. Thanks to the poster for this fix

Hi Cesar_E. That is good info. I'm weary about clicking on certain links because they may lead to harmful websites. Today, Saturday July 9, 2016, by the way I've been getting the same pop-up window/notification about Windows Live ID Sign-in. I went into Control Panel, I clicked on Programs and Features. This is where one can install/uninstall/change and sometimes update a program before choosing to delete it. I right-clicked on Windows Essential 2012. It gave me the option to uninstall/change. It's the only option it gave me so I clicked on it. Next a square window will pop up. The two options there are to either: Remove one or more Windows Essentials programs or Repair all Windows Essentials programs. I chose Repair all Windows Essentials programs. And it automatically fixed the Windows Live ID Sign-in pop-up window. It didn't pop up anymore after I did this. I restarted my computer for the changes to take effect even though a restart was not necessary. I hope this helps!
