See my post of May 20, 2015. I haven't had the problem since I applied the "fix". Try it, it may work for you. I think we are on our own on this as there is Microsoft involvement.

I got following error message while I log in to my windows account and only my account.
I tried to set Windows Live ID sign-In Assistant to manual start in Windows Services. it only works one time, once I start using Windows Live mail and log out and log back in then I get error messaged again. I tried to msconfig and uncheck Windows Live IS Sign-In that I do not see error message, but Windows Live Mail cannot launch,
I use Windows 7 Home Premium version.
It looks like that it has something with Windows Live mail,

There was a problem that caused parts of the Windows Live ID Sign-in Assistant to be disabled. You might not be able to sign in to Windows Live in some programs. Worked as advertised after following directions.
I went to control panel, opened programs, right clicked on windows live essentials 2012 and instead of uninstall I ran repair instead. It seems to have worked on my machine.
Thanks for the repair suggestion. I went to control panel as well to find I had live essential 2011. Right click did not provide a repair option. I went to Microsoft.com for an update to find a download for live essentials 2012. After download, the installation automatically took care of replacing 2011. I no longer have the live ID sign in problem.
Considering the dozens if not hundreds of people experiencing the same problem and discussed on countless blogs and web sites, I'm wondering when MS is coming gout with a fix.
I've tried all the recommended fixes and even uninstalled and reinstalled (with all the manual steps) outlined far earlier in this thread.
I ONLY have Windows Live Movie Maker installed. None of the other options.
I get this error every reboot.
