Windows Live ID Sign-in Assistant to be disabled

I got following error message while I log in to my windows account and only my account.

I tried to set Windows Live ID sign-In Assistant to manual start in Windows Services. it only works one time, once I start using Windows Live mail and log out and log back in then I get error messaged again. I tried to msconfig and uncheck Windows Live IS Sign-In that I do not see error message, but  Windows Live Mail cannot launch,

I use Windows 7 Home Premium version.

It looks like that it has something with Windows Live mail,

There was a problem that caused parts of the Windows Live ID Sign-in Assistant to be disabled. You might not be able to sign in to Windows Live in some programs.     Thank you for your reply. To address your questions, you can access the link (http://go.microsoft.com/fwlink/?linkId=144689) on a new session of your web browser. And yes, it is necessary to disable your firewall so that we could sort out the issue if your firewall causes it. To disable it, you might need to contact your firewall support team for assistance.

    Windows Essentials includes Movie Maker, Photo Gallery, Writer and Windows Live Mail. Can you clarify when you said "how many program will be affected by the Windows Essential?". 

    I've also checked the link that you've provided (http://answers.microsoft.com/en-us/windowslive/forum/messenger-wlinstall/windows-live-id-sign-in-assistant-issue/251b4fee-32e7-4ab7-8eba-7756f70ba06b) and it has been locked.

    Dear All

    This error message has just started happening to me (yesterday) and occurs at each and every start-up. I am running Windows 7 Home Premium with SP 1 and latest updates applied as at June 19. I would be very interested to hear of a permanent resolution

    The only part I might use on a regular basis is the Photo Gallery. And many months ago the Movie Maker, apart from these this is the extent of my (known) involvement in MS Live Essentials. I access my Hotmail account via MS Outlook 2013 (on the desktop) . I have an MS Office 365 subscription, I also make use of OneDrive.

    The pop-up (see below) just appeared between yesterday (Friday) and today (Saturday). I am on the East Coast of AU. BTW the LinkId does not exist

    PS I changed the startup type to automatic - delayed start and that seems to have stopped the pop-up

    According to the error message, it seems something else to disable it, I am looking something other program if it is possible,

    The thread does not seem the person who had same issue resolved the issue after re install the Windows Essential. Are  there any event viewer or Windows log or registry can check which program disable it.

    Do you mean that once uninstall Windows Essential then Movie Maker, Photo Gallery, Writer and Windows Live mail will not work any more?
