I got following error message while I log in to my windows account and only my account.
I tried to set Windows Live ID sign-In Assistant to manual start in Windows Services. it only works one time, once I start using Windows Live mail and log out and log back in then I get error messaged again. I tried to msconfig and uncheck Windows Live IS Sign-In that I do not see error message, but Windows Live Mail cannot launch,
I use Windows 7 Home Premium version.
It looks like that it has something with Windows Live mail,

There was a problem that caused parts of the Windows Live ID Sign-in Assistant to be disabled. You might not be able to sign in to Windows Live in some programs. Welcome to Microsoft Community. I understand that you're having issues on Windows Live Mail when trying to log-in to your account. No worries, I will help you on your concern.
It is possible that the issue is caused by a corrupted data within your Windows Live Mail. For this issue,
we would need you to reinstall your Windows Essentials. To do this, you can follow the steps below:
Note: Since you are using Windows Mail, please save them on a safe folder as you will delete folders that is included within Windows Essentials. To know how to import and export e-mails, please check this **link**.
1. Perform **Windows Update**
2. Uninstall Essentials by following the steps within this **link**.
**3.******Delete the following files for a clean installation:
For 32 bit
C:\Program Files\Windows Live
C:\Program Files\Common Files\Windows Live
For 64 bit
C:\Program Files(x86)\Windows Live
C:\Program Files(x86)\Common Files\Windows Live
**4.******Disable firewall (Note that disabling the firewall makes your computer prone to virus attack. We suggest that you only visit the websites below and enable your firewall after installation is done).
**5.******Reset browser to factory settings.
**6.******Reinstall Windows Essentials:
**Windows Essentials 2012******(for Windows 7 and Windows 8)
**Windows Essentials 2011** (for Windows Vista and Windows 7)
Note: Please read the system requirements before installing Windows Essentials 2012.

I have the same issue and followed the above step by step. After wasting 45 minutes performing the above I still have the issue.
The redirect has been unhelpful. It says, "For more information, please go to: http://go.microsoft.com/fwlink/?linkId=144689." This takes me to my live.com email account, not more information that helps me understand possible causes or solutions. It would be more helpful if the dialogue box pointed to a landing page that explains what to look for in my live.com account--and then links to http://go.microsoft.com/fwlink/?linkId=144689. Maybe others have a different experience or perspective. From my vantage point, I am left without a clue as to what I might look for or do.
