Please see posts 25 and 26 June 2014. This has been tried before but has not worked for everyone. It has for me but do not be surprised if the issue crops up again - for your sake I hope not.

I got following error message while I log in to my windows account and only my account.
I tried to set Windows Live ID sign-In Assistant to manual start in Windows Services. it only works one time, once I start using Windows Live mail and log out and log back in then I get error messaged again. I tried to msconfig and uncheck Windows Live IS Sign-In that I do not see error message, but Windows Live Mail cannot launch,
I use Windows 7 Home Premium version.
It looks like that it has something with Windows Live mail,

There was a problem that caused parts of the Windows Live ID Sign-in Assistant to be disabled. You might not be able to sign in to Windows Live in some programs. I believe I have eliminated the problem. The error has not appeared for a while. My fix for the Windows Live ID Sign-in Assistant service problem was to change the startup type to "Manual".

p.s. In the intervening period (since my last post) I also installed in a dual boot configuration Linux Mint 17.1 Cinnamon 64-bit. I doubt this played a role in eliminating the error. But I thought I should note the change in the configuration of my machine.

you are all over the internet with this solution to this problem and it does NOT fix the problem! please refrain from giving this solution as a fix.
I have been getting this same error every time I turn on my computer (started about a week ago) No new programs were installed. The only installations would have been Microsoft updates. Surely Microsoft should be able to recommend a simple solution to their own problems. I never use Windows Live Mail and this error message is most annoying especially since the link mentioned in it doesn't exist. Please get your act together and update your error messages and fix the problem.
Hello all, I was misinformed to use Microsoft Fix it 50931 (which probably explains why it would not install) - the fix is for "Microsoft Online Services Sign-in Assistant to be disabled" and not for "Windows Live ID Sign-in Assistant to be disabled." Thus far I haven't been able to find a "fix" for "Windows Live ID ..."
I will keep looking before I uninstall Windows Live Essentials.
