Windows Live ID Sign-in Assistant to be disabled

I got following error message while I log in to my windows account and only my account.

I tried to set Windows Live ID sign-In Assistant to manual start in Windows Services. it only works one time, once I start using Windows Live mail and log out and log back in then I get error messaged again. I tried to msconfig and uncheck Windows Live IS Sign-In that I do not see error message, but  Windows Live Mail cannot launch,

I use Windows 7 Home Premium version.

It looks like that it has something with Windows Live mail,

There was a problem that caused parts of the Windows Live ID Sign-in Assistant to be disabled. You might not be able to sign in to Windows Live in some programs.     I have uploaded the log files to you

    If they do not assist I can once again enable the assistant to re-create the error and then send the latest logs to you

    I have a couple of accounts on my Windows 7 machine.

    The message is on every account when user log in.

    It looks like that it is machine related, not the for the Windows particular account.

    Are there any way to see which program to disable Windows Live Log-in Assistant?

    No I shied away from registry cleaners years ago as MS did not warrant any of them and I figured if one was necessary MS would eventually bring one out.

    I use Norton 360 for anti virus which can clean registry.
