Same issue since a two days now. I didn't install any software, but let Windows Update do its routine which only applied a Windows Defender update. I went through all the posts of this hread (and found many unresolved complaints elsewhere -- just google it to be overwhelmed). I have Windows Essentials 2012 installed.
I tried the "Automatic but delayed" start option for the LiveID Assistant Service but that didn't survive a reboot.
I don't have Skype-to-clic or Lync-to-clic add-ons in Internet Explorer so that workaround didn't apply to me either.
Workaround: I just tried now the "Manual" start option for the LiveID Assistant Service, and so far that does work -- no nasty pop-up at each login any more (which was affecting all accounts on the computer). I just checked again the Services and it appears Started (with status type luckily still being Manual)... but don't ask me what started it.
Should I be bothered again, I'll definitely kick Windows Essentials away from my computer -- I hope it won't remove Windows Defender. I'm using OneDrive though (I think it belongs to the Essentials now) but as I don't sync automatically, I don't think I need its Essentials component, if any.
