Who knows what is causing this. Very annoying and, as far as I know, I changed nothing. Just started popping up.
Windows Live ID Sign-in Assistant to be disabled
I got following error message while I log in to my windows account and only my account.
I tried to set Windows Live ID sign-In Assistant to manual start in Windows Services. it only works one time, once I start using Windows Live mail and log out and log back in then I get error messaged again. I tried to msconfig and uncheck Windows Live IS Sign-In that I do not see error message, but Windows Live Mail cannot launch,
I use Windows 7 Home Premium version.
It looks like that it has something with Windows Live mail,

2014-07-06T00:39:02+00:00 Sorry to hear that you are still receiving the error message despite the setting. Perhaps there is a more serious impact on you as your OS is Windows 7 Professional 64 bit. Mine is lowly Windows 7 Home Premium 64 bit version 6.1.7601 SP 1 Build 7601.
I await a reply from MS.

2014-07-04T21:20:52+00:00 I have mine set to "Manual" and got the error on log-on today. So, while most of the time it works, apparently not always. The Automatic (Delayed) never worked for me except for initial log-on then it would cease to work.
This is very annoying.

Dear All
I have had to set this service to 'manual' start as the 'auto delay start' stopped working and the error message pop-up started to appear again. I must also re-emphasise that the Id link in the pop-up message does NOT exist.
Since setting the service to 'manual' start the pop-up has not re-appeared nor has there been any problems with my MS Live interactions i.e. On-line Outlook.com; Skydrive (Onedrive)

Just to be certain, is this the same error message that Sourises reports in her original post, that appears when she logs on to Windows?
I'm not aware of any Windows updates issued for W7 since 10 June. Which ones have you installed since then?

No-one has complained of any symptoms of this fault other than the appearance of an error message. Are you seeing other symptoms, i.e. having trouble signing in to any program or service that requires Microsoft Account authentication?
