@Cesar
This isn't likely to help. The Windows Live ID Sign-in Assistant hasn't changed for two years, and I'm fairly sure that it won't be replaced by a re-installation of Windows Essentials if it's already there. To force a re-installation would, I think, involve removing the directory where it lives before re-installing WE. That directory is
C:\Program Files\Common Files\Microsoft Shared\Windows Live
which is not one of the ones you instructed Souris to remove.
If forcing a re-installation of the service doesn't help (and I'm not optimistic), then - in view of the error message - it might be as well to instruct Windows to delay the start of the service until after boot, rather than changing its start-up to Manual. The option she should try is Automatic (Delayed Start). This may avoid whatever conflict it is that the error message is referring to.
Could you please find out which page the help URL is supposed to be re-directing to? It's obviously moved, but the LinkID hasn't been changed accordingly. http://go.microsoft.com/fwlink/?linkId=144689
