Surface Arc Touch Mouse not compatible on Windows 7?

There is a solution, but I am not 100% that it will work with all older hardware.

I am running Windows 7 on a dell m3800, so the problem is NOT the OS.

As some other posters have noted, the Arch Touch Surface mouse uses the latest version of Bluetooth. "LE", "4.0", whatever you want to call it. In my case I simply needed to update to the latest Bluetooth drivers. Once the latest Bluetooth was installed, windows was able to detect the mouse, install the latest mouse drivers and get everything working.

I am NOT using a separate USB Bluetooth dongle, just the Bluetooth native to the laptop. I suppose it's possible that someone with an old laptop/USB dongle would need to get a more recent one... I have no idea if the updated Bluetooth driver is backward comparable with older hardware.

But, in my case, updating to the latest Bluetooth drivers did the trick.

This worked for the Arc Touch Surface and Arc Touch Bluetooth versions of the mouse.

I have the Arc Touch Bluetooth  Mouse, not the Surface mouse, and have the same problem.

I have the Arc Touch Bluetooth Mouse also; Win 7; Dell inspiron 14-5447

It's pairing to the bluetooth as some unknown device and not coming up under Mouse devices at all.  Will revert later if I find a solution.    As the other people's comments on this thread I cannot believe that this bluetooth mouse doesn't work out of the box.

As in my previous post I had the same issues here with my Dell laptop running Windows 7.   After reading through this complete thread for ideas I've come up with a solution that should work for people (provided they have bluetooth hardware that supports, but this should be most people as my laptop is a number of years old).

This post is relevant for the "Arc Touch Bluetooth mouse" and surface mouse.

THERE IS NO ISSUE WITH Windows 7 as people may be suggesting.   It's just bluetooth driver update required and Microsoft should have supported this for this product IMO. 

Steps:

1. Update intel bluetooth driver to version 4.0.  This mouse need this.   go here for the file you need:  http://www.dell.com/support/home/us/en/19/Drivers/DriversDetails?driverId=M8DRX
2. read notes below for install process and then restart computer
3. after restart, add new bluetooth device.  When the PC is searching for device, turn on the mouse and PC should find it.   My PC found something ("bluetooth Other device") earlier, but this was the first time it came up properly as the MS Arc touch mouse.  Select it and it should connect
4. in the taskbar you should see prompts about the device being installed and then successfully installed.  
5. from here my mouse didn't work initially.  I had to go to bluetooth->view devices and then it started to work (PC may have just needed 10 seconds to finish installing also perhaps).

Notes:

1. the above driver page didn't list my laptop (inspiron 15-5447) but this worked anyway
2. during the install process for the driver there were popups in the task bar saying things were not installed correctly
3. during the install you have to continue 3 or 4 times when the windows security prompt you

Good find, Daniel.Fitzgerald.  Standard-issue Windows 7 only supports up to Bluetooth 2.1 with EDR.  You have to update the driver to Bluetooth 4.0 to take advantage of a Bluetooth LE device.
