Surface Arc Touch Mouse not compatible on Windows 7?

Hey all. I recently bought a Surface Pro 2. I later bought a Surface Arc Mouse. Long story short, I had to return my Surface. So, as of now I am on my laptop and I cannot get my laptop's bluetooth to discover my mouse (it's in discovery mode).

I tried googling around and couldn't find anything. Am I stuck?

    The part about this that I find hilarious is that the mouse will not pair with my very new Win 7 Lenovo laptop, but it has no issue pairing with my also very new MacBook Pro.  Chalk up another win for Apple?

    Had the same problems but after updating Bluetooth drivers (4.0), the mouse plays nicely together with both Lenovo X1 Carbon (i5, circa 2013) and Surface 2.

    I finally surrendered and upgraded to Windows 8, solved all my problems. A $134 midnight trip to WalMart.
