I got this fixed but it was painful. Here is what I had to do. I had to do a "PC Refresh." That doesn't mess with your data files, I was assured, but I did learn it did disconnect a number of programs (from the registry, or so I presume), even Microsoft products stopped working, even though their directories and content were still in place. I ended up having to reinstall many programs. I did the PC Refresh, then ran the upgrade to windows 8.1, then reinstalled my missing programs. It took me all day (I have a more than a few programs on my computer). This is why I am leaving my desktop on Windows 7. Being a software developer, I can't afford to lose a day every time I have to upgrade.

I had faced this problem and I had contacted with Microsoft customer care and sony vaio but unfortunately no one able to fixed this error

suddenly one option clicked in my mind  and I took another internet service provider's modem from my friend and tried to download windows 8.1 surprisingly download started I was too happy but the downloading was too slower than my internet provider so after so much  irritation from speed I disconnected internet and put back my own modem and connected to internet and tried to download windows 8.1 and interestingly my downloading started from where I left downloading,

so I would like to advice try with another internet service provide, all the best

Thank you, did some checking found out the modem from internet service I am using not updated to Win 8.1

So now I what one week to see if device gets updated or internet service will swap out to new modem to one ready for 8.1.   In closing for others make sure drivers from your internet service are Win 8.1 ready.

Turning off Defender & Norton 360 did not work.  Settting firewall to wide open did not work.  Doing all updates first did not work  especially since I can't get the Office 2010 service pack 2 to install either but everything else did install.

Cmon.  Microsoft does not know how to fix this 6 weeks after the above reply was posted?
