I was receiving this same error code from my multiple attempts to run this update. I was finally successful!! If you are like me, when an update says "disable your anti-virus" you ignore it and try to run the update anyway. Well, this time it actually affects it if you don't! I disabled my anti-virus and it actually updated! Yay!! Hopefully it works for everyone else too. :)
Windows 8.1 Update Error Code: 0x80240031
I am getting error code 0x80240031 during download of Windows 8.1 for 50% of Downloading. Can anybody help me fix this?

If you read what I quoted there is an implication of a problem with IE. So, this is not the right forum for asking for help about it. Ms Bacher has not created a thread in an IE forum yet or at least clarified a problem symptom with it.
But in fact she is ignoring a question that I gave about trying a download, so who's trolling?

Anyway, I'm trying to upgrade a laptop. It is connected to an LTE carrier via a mifi device. The connection works properly (all sites load, downloads finish, etc.), but when I try this download, it starts, then immediately pops up with the aforementioned error message.
Would it be better to try the download later at night?

Secondly, your "MVP" badge indicates that you have something to do with the Microsoft community, so your rude and obnoxious answers - apart from being unhelpful and unproductive - are completely unprofessional, unnecessary, and only add to the poor reputation of the staff. There is just no need to be rude to people like that, especially when they weren't being at all rude.
Thirdly, even if they were in wrong forum, what would be the point in them starting a new thread to get help with their issue when no help is forthcoming on this issue (or other issues in other threads I have followed). Like they said, this issue has been going since last October! It has 199 responses, and the only responses from Microsoft-connected people are ones like yours - rude, and of no help! So how about offering some real help, or else just butt out and go be a troll somewhere else - and maybe take a customer service course while you are at it.
