Ok this is hilarious. A new update came and once you off defender, run troubleshoot then it gets update to 43 percent and then comes the error again.

Windows see into it as soon as possible without tarnishing your name

after a huge hardwork finally i got a solution of error code 0x80240031 .....yippee..  :)

    first-i disabled my mcafee antivirus

then i run window update troubleshooter...

    nd its get worked..

    now i m operating.. win8.1....

Finally managed to get 8.1 to load without stalling at 50 percent buy turning off  Windows defender. Obviously Microsoft does not recognise their own program and thinks it is a virus. This whole episode has aged me. Now to see if Office 365 will load and work?

It's not microsoft   It is the internet provider they have the problem with there third party usb modems the driver's do not have a driver signature or valid certificate that Microsoft has approved for the upgrades att, Verizon etc. Not to mention the cards in surface laptops etc. The developer's at Novatel; smithmicro to name a few have to provide to Microsoft the signatures to become compatible windows 8.1

Check your service provider tell them to step up and get there software up to date.

As we are not (MS people Bingers what ever we call it) in the world of google chrome

Ok genius, then how come, my ISP will update 2/5 of my windows 8 machines, even over WiFi, but now still won't update my main PC - neither on WiFi or Ethernet.  So that blows that "It's not Microsoft" response!!!
