FIXED! 2 issues to look at. 1st, make sure all the updates for 8.0 have been installed. 2nd, and this is what fixed it for me...turn off any security software you have running. Once I shut off Defender, the download went through. Checking compatibility takes a long time, but ultimately I got 8.1 installed.
Windows 8.1 Update Error Code: 0x80240031

2013-10-27T02:15:26+00:00 Is this issue already fixed?
I'm having the same problem. What's funny is that the download funnily took 3 seconds to finish it then the error code shows up.
Well, I'm used to this. Every single app that I download from the store gives me errors. The latest app that I installed was Pinball FX2, last July. That's about 3 months ago Microsoft!
And letting us DL the Win 8.1 Update ONLY from the Store is RIDICULOUS.
I've read that DLing all Windows Updates (including Bing Desktop) will fix the problem. I would like to download all the Windows Updates but they're sizes are just too overwhelming on my data plan. If this solution is guaranteed to work 100%, please tell me. I wanna get my hands on that Windows 8.1.

2013-10-25T15:27:04+00:00 Anyone know if McAfee would interfere with the update? I am up to date on all available updates. I'm on a new Lenovo A730 touchscreen. I'm hating Win8! I figure 8.1 will mitigate some of the things I hate about it.
