I have just waded through all of those updates 1 at a time and if you un-install KB2917929 it will solve the problem. Believe it or not Microsoft call it a compatibility update!!!!
Adobe Acrobat on Windows 8.1
Installed adobe acrobat 7.0 pro on windows 8.1 machine. Everything seemed to install correctly but when I try launching the program i get a message:
Acrobat.exe - application error
The applicalication was unable to start correctly (0xc00000fd). Click OK to close the application.
Please help!

2014-04-10T19:28:28+00:00 Well it seems that kb2919355 update on 4/10/2014 caused mine to stop working after uninstalling KB2917929 several days ago. I uninstalled kb2919355 and after reboot Acrobat 7.0 worked again.

To be more specific about my own situation - I run Windows 8.1, always fully updated, on a Microsoft Surface Pro. I have Adobe Acrobat 7.0, as part of the applications that came with my Fujitsu ScanSnap S500. It's a wonderful scanner and it still works great so I see no reason to upgrade the hardware. It needs this software.
But Acrobat was failing to start, giving the error "The application was unable to start correctly (0xc00000fd)." I went into 'Control Panel\Programs\Programs and Features\Installed Updates' and removed only this update (KB2917929), and rebooted as directed.
Acrobat 7.0 worked again. Thanks, TJ_876! I have some idea how much time it must have taken you to track this down and share your answer. Good job.
PS: I made sure to go back to Windows Update, check for updates, and of course it now wants to re-apply this update. I right-clicked on it and chose 'hide this update', so hopefully it will not be re-applied with the next overnight auto-update.
