Get Error 1723 - There is a problem with Windows Installer package

What fixed it for me, simply I had to uninstall Java on my computer. Then I reinstalled the OFFLINE version. Issue resolved.

I'm using Windows 10 64 bit OS - This issue started as a result of me stopping or cancelling a video card driver installation. This is something one should NEVER ever do. ;-( 

After the dust settled, I began to navigate within Windows 10 64 bit OS, I noticed I had other problems too. I can't uninstall the video card driver. As a matter of fact, As a result I get this message when I try to uninstall my video card driver:

Error 1723. There's a problem with this Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor.

When I try to uninstall software that had nothing to do with this issue, let's say for example, My Norton Security Suite, I click the Uninstall button & nothing happens.

How do I fix this issue? I have access & have already used my Windows 10 Installation DVD

(I created prior to this incident using my burning software) but the problem still exists. From the Windows 10 Installation disc menu, I choose:

"Keep personal files apps & Windows settings"

Perhaps I should of chosen, (save) "Nothing - Everything will be deleted including files apps & settings"  - Maybe Windows 10 would be repaired in that instance? Maybe not? Please help!

1.) Please note, I just ran sfc /scannow & it claims "windows Resource Protection did not find any integrity violations." Wow! Cool. - Am I jumping the gun by thinking about going back & reinstalling Windows 7? - I own the Windows 7 Install disc. but it would take me all day to reinstall everything.

2.) Please note: My Windows Installer startup type is set to Manual.

3.) I tried this & no change. Go into c:\users"username"\AppData\Local\  then right click on "temp" and choose "properties". Choose "security" --> edit --> add, and add the username you are using, and give yourself all rights.

When you say "give yourself all rights" does this mean the same as check-marking "ALLOW" all the way down the list except Special Permissions? Yes or No?

First of all, my username already appears listed. There's no reason to add it. This is What I see.

SYSTEM - all permissions except "special permissions are checked & granted. Administrators the same thing. My username is already listed there with the same "ALLOW" all items being check marked except "Special Permissions" - Special Permissions is left un-checked.

Should I try to reinstall Windows 10 & choose this option? (save) "Nothing - Everything will be deleted including files apps & settings"  again, If this option works, I would be stuck all day reinstalling everything. I just thought there would be an easier way.
