    Hi John Jasper Coriana!

I think the problem you will find in the differend technologies between Hotspot and Globes- Connection.

If you use a hotspot,  the "broadband" is shared between all users,, but ist work as an landline.

If you use a modem,  the Transmitter is working like an PC. There are Treads and these are worked in intervals.  ...and so the downdoad may be more difficult.

I guess that would explain why it works on public wifi networks but not on my hotspot...... i downloaded the 8.1 windows upgrade hoping that it would have solved the issue but it didn't. The funny thing i don't understand though is that when i reset my computer to factory settings the windows store downloads fine, but after my system schedules an update and installs the update it stops working. It might be a conflicting update. I just hope they resolve this issue.

    Hi Khemartist!

    I have only one idea.

    Its' happend with me.

If you used Windows xp, it was helpful to delete .temp, .tmp files.

If you using Windows 8 don't delete these files NEVER. ..or don't move them into another directory.

If you do this:, Bluescreen or frozen Screen are the answer.

Mircosoft says: " Pc must be  installed  completly new.

I think, as you reset the PC to factory settings you lost some temp or tmp files .  ... or the PC had overwrtiten some files.

I have buyed Winzip, but it isn't a solution.

Next year I try it again.   :-))

This *Metered connection* was the one preventing the download of surface windows 8.1 for me..

I just got my Surface Tablet yesterday  and I had been setting it up today..

Also does it take this long to open it?

After shut off and reopening..took some 20 sec
