Original Title: What is this delay in starting Windows 8????
When I turn on my laptop, instead of immediately going to the start page of windows 8, my screen is black with the Dell logo, and a message to the left that says 'Start PXE over IPv4'. after a good while it then says 'FXE-E18 Server Response Timeout'. then after another while, it says 'Start PXE over IPv6'. then after another minute or more wait it says, 'FXE-E16 no offer received', and the little spinning balls start spinning and the start page finally shows up? What is this delay in 'connection (it's probably a good 3 minutes, maybe more)? What does this mean?

Thank you for your kind words, although I think a few on here might disagree with you. Sometimes a simple 2 or 3 sentence answer is more useful than links, screen grabs and pages of information.
Having made the hard disk the 1st boot device if you ever need to boot from DVD just press the F12 key and you get a one time boot device selector, far easier than changing things in the BIOS.

Then it may be going into hibernate so do the hold as I said to force full shutdown. With Dell's it normally takes about 6-10 seconds of holding the button. Then take out the battery and leave it out for 5 minutes to allow parasitic charge to dissipate.
I hate to say but it does sound a little if there is an underlying hardware problem.
Haiyrfool, that's another weird thing I noticed. When the computer is stucked there (black screen, with F12 Boot Options message or not) just hitting the power button makes it turn off (light turns off). You don't need to hold it. Just a simple touch and it goes off. That sounds weird, right?

Have you tried holding in the power button for maybe 5 seconds as soon as it powers on.. that will do a hardware reset on most laptops.
Some use this to do nearly the same basic things ; Unplug the AC adapter, remove the battery and hold the power button for 30 seconds. Reinstall the battery, plug in the system and boot.
gob0nkers, the problem is I cannot get to windows. I cannot even turn on the computer. I just press the power button and the dell logo shows and after that just a black screen. And I'm not able to get into the Boot or BIOS menu.
