I cant get system properties up by any method, (I.E right clicking on my computer and selecting properties). This means I cant get to see any of the computer properties or system restore properties. I have done malware and virus checks and they have come back clear. Please Help

However, you can have an online account with xp. :)

going into regedit, I was hoping would solve the problem, but we will have to try something else.
AND did you install Microsoft security essentials or any antivirus?

I would follow these steps to reregister some DLLs that may have come updone somehow.
Click Start, Run and in the box enter the following commands one at a time. Click the OK button to execute each command one at a time:
regsvr32 jscript.dll
regsvr32 nusrmgr.cpl
regsvr32 /i mshtml.dll (may generate a harmless warning message depending on your environment)
regsvr32 themeui.dll
regsvr32 vbscript.dll
Reregistering the DLLs is okay even if they do not need reregistering.
See if you stuff works better now.

and HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Delete the Value DWORD Type and Value Named as NoPropertiesMyComputer
Exit Registry and Reboot
