It looks that you are not able to use Windows store as you are getting error 'ms-windows-store:PurgeCaches'.
Let me ask you a question:
- Is this issue confined only to the Windows Store App?
- Do you get any error when you try to open Windows Store?

There are two reported possible issues.
a) The Windows Store does not launch when the tile is clicked. It will either briefly show the splash screen and then go back to the Start Screen, or else nothing happens when the tile is clicked. Or…
b) Clicking the tile to launch the Windows Store eventually brings up an error saying it cannot connect to the server.
We’ve found that many of these issues with Windows Store are related to either third party antivirus software or third party firewall software. If you speak to a customer with this issue, try these steps first.
a) Check for third party firewall software. It is often called “Internet Security”. Some common brands include AVG, Kapersky, Norton, and Avast!. Attempt to disable the third party firewall, then enable the Windows Firewall. Windows Firewall can be found in
the Control Panel.
b) Disable the antivirus software. You may need to reboot after this.
c) Uninstall the third party security software, then run a related cleanup utility to make sure it is completely removed.

Important Note: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software,
you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.
You can also follow the steps given below:
Ensure UAC is enabled.
Please follow the steps given to enable UAC
a) Open the Run Command (Win key + R) and write Lusrmgr.msc.
b) `A window will appear> Click on Users> Right click on Administrator
c) Click on `Properties
d) Now you will find an entry with Account Disabled
e) In order to activate simply remove the check mark to turn it off and just put the check mark.
Make sure the Date/Time and Time Zone are correct:
Please follow the steps given below to ensure it.
a) To change your time zone from the Windows Start Screen you need to open up the Charms panel. To do so, you can hold down the
Windows (
) and the
C key on your keyboard to make the panel appear. You can also open up the Charm panel by moving your mouse to the upper right or lower right corners of your Start screen. This will open the Charm panel on the right side of the Start Screen.
b) Click on the Settings charm. This will open the Settings panel and you should now click on the
Change PC Settings option in the bottom right-hand corner.
c) Left click on the General option to open the General options screen.
On this screen, under the Time category, change your time zone to the one that your computer is currently located in.
When you are done selecting your time zone, you can click on the Windows key on your keyboard to go back to your Windows 8 Start Screen.
To change your time zone in Windows 8 from the Windows Desktop
a) To change the time zone from the Windows 8 desktop, click on the time that is displayed in your Windows taskbar. Once you click on the time, a small box will open up showing a calendar and the current time .
b) Click on the Change date and time settings.
c) To change your time zone, click on the Change time zone... button. This will open a dialog box where you can select your current time zone. Once you select your time zone, click on the
OK button to close the dialog box. Then click on the OK button again to close the Date and Time control panel window.
