I had this issue with my VivoBook S400CA touch screen and fixed it today doing the following:

  1. Go to the Control Panel.
  2. Go to Troubleshooting (you may have to search for it)
  3. Click Hardware and Sound
  4. In the Device section, click Hardware and Devices
  5. Have the wizard scan your computer for hardware issues.
  6. Let the computer fix whatever issues you had.

In my case there were 2 USB input devices that were disabled that the wizard enabled for me.  The touchscreen immediately started working.  Hope this helps someone.

UPDATE:

The problem used to come back periodically.  But since updating all of my drivers a while back, the problem has not resurfaced.

PHP, nope this didn't work for me.

Made no difference.  If it is still working for you, perhaps there are other config options you set along the way that might have be working in combination?

Otherwise I'll be sending my laptop into ASUS and just HOPE is comes back in one piece.  Neither the store or ASUS will offer a replacement so I'm going to have to buy a laptop from the store and return it (my own personal loaner program).

Problem is, the store's return policy is 15 days, and ASUS says their repair takes 7-14 days, that doesn't include shipping.  I can only assume the worst from them.  I thought I'd give them a chance.  If they'd simply offered an exchange/replacement I'd be recommending ASUS to everyone.  But since they decides to be jerks they've totally failed and will apparently / I hope /  never be a first tier brand.

So I have been struggling with a similar problem on my new asus laptop with windows 8.  My touch screen would work intermittently and I could not figure out why.  it kept giving me an error stating that the usb port was not getting enough power. (apparently the touch screen is plugged into the usb hub somehow).

after lots of tinkering and reading forums like this and much prayer (Jesus often answers my prayers to help me figure out computer problems like this... I highly recommend it.  If you don't know him, get to know him.  He's awesome!)

Anyway, this is the fix (i think... no problems so far).

I went into the power settings by clicking on the little battery icon on the task bar at the bottom of my screen and the clicking on "more power options".  it opened up my power options and I chose "change plan settings".  from there I chose "change advanced power settings".

I scrolled down to where it says "intel(R) graphics settings" and opened that up.  then I opened up "intel(R) graphics power plan".  everything was set to either maximum battery performance or maximum performance.  I changed it to "balanced".  no problems since then.

I don't know for sure, but I think the screen wasnt getting enough power and didn't really know how to regulate itself.  now that I changed that, it seems to be working just fine.

    may God bless your endeavors.

This seems to be a problem with the Asus hardware and not the fault of Microsoft or any other installed software, at least in my case.  I did a factory reset and the touchscreen stopped working halfway through the setup.  I have an extended warranty and it's being returned.

Also, I personally found no learning curve with Windows 8, it's pretty much, like, click on what you want to do.  I don't see how that's so hard.
