I had this issue with my VivoBook S400CA touch screen and fixed it today doing the following:

  1. Go to the Control Panel.
  2. Go to Troubleshooting (you may have to search for it)
  3. Click Hardware and Sound
  4. In the Device section, click Hardware and Devices
  5. Have the wizard scan your computer for hardware issues.
  6. Let the computer fix whatever issues you had.

In my case there were 2 USB input devices that were disabled that the wizard enabled for me.  The touchscreen immediately started working.  Hope this helps someone.

UPDATE:

The problem used to come back periodically.  But since updating all of my drivers a while back, the problem has not resurfaced.

I have this exact same problem on my AIO Dell XPS 2720 -- Phantom touches on the touchscreen prevent accessing the screen

Ever since I got my dell every now and then the screen stops working -- by that I mean it shows at the bottom several small circles at the same time -- the same circles that show up when you click the screen with your finger. Please see the picture below.

The problem is it happens even without me touching the screen, and it keeps going so fast and intermittently that the only way to regain access to the computer is by turning it off via power button and restarting it.

I have already updated all the display drivers, video drivers, but to no avail.

I tried to resolve it with a dell analyst and after 1 hour he recommended me try the "factory reset" route, which would be a time-consuming pain.

    Any thoughts anyone? Please!
