This may also be helpful:

Open Windows explorer.

Click ‘Organize -> Folder and search options’ (or ‘View -> Folder options’).

Select the ‘View’-tab.

In the ‘Advanced settings’ window, disable ‘Launch folder windows in a separate process’.

You may need to force restart all explorer instances (via task manager) or reboot your computer if the setting is not applied immediately.

In the File Explorer you have to turn of the "preview" feature under VIEW pull-down.  That's why it's "Being used by another program".  I don't think Microsoft will ever have a fix for that.  If you have preview on it's opening the file hence it can't delete it.

Microsoft does not give a damn about the consumer.   Microsoft promotes on Facebook increase productivity with office 365. I logged over 120 hours with Microsoft level to technical support on office 365 Microsoft software problems that Microsoft inflicted upon me, my  crime paying Microsoft for software that it represents works as advertised.

wouldn't it be neat if Sataya's  automobile worked as well as his software? "Check with you gasoline company about that problem."   "Install new spark plugs and see if that solves the problem."  " check with the Toyota user community about your problem." " raise the hood. Take out the fan belt. Turn around three times while rubbing your tummy and chant  and incantation.

I don't feel as though I should have to "work around" such a simple yet very costly issue! Fix the stupid problem as it has been identified in every single windows software since windows 7! Every thing I do is time sensitive and wasting my time trying to move files (every single day) costs me money, time (which is also money) and is frustrating! I would love to be able to conduct my business on my Apple as it actually is intuitive to my needs and responds more logically.
