this is annoying
the files or folders in question are not open in another program, windows is just refusing to let them be moved or deleted due a recent action ie: photographs moved elsewhere etc

This may also be helpful:
Open Windows explorer.
Click ‘Organize -> Folder and search options’ (or ‘View -> Folder options’).
Select the ‘View’-tab.
In the ‘Advanced settings’ window, disable ‘Launch folder windows in a separate process’.
You may need to force restart all explorer instances (via task manager) or reboot your computer if the setting is not applied immediately.
I've been having the same problems, and none of the files or folders are open in a separate program.
Your fix can't help me because the 'Launch folder windows in a separate process’ was already disabled, presumably bu default.
Do you have any more suggestions?
Actually, I tried all of them too. Even clearing the trash. I found my problem was stemming from a tumour I installed called Symantec Anti-Virus Protection. So I removed it, and now I just use the Windows version. It solved my problem and I have not had an issue since.
I know relying on Windows to protect itself when its Windows that is violated is a bit of a contradiction, but it worked.
However, now I own a Macbook Air instead. No problems with that at all
I tried everything on this forum and none of it works
I found this solution on another help board that is NOT Microsoft. This issues has been an issues for over a year and Microsoft doesn't care enough about its product to chime in with a fix.
Empty your Recycling bin.
Has worked ever since.
LOL I did riot. I moved to Apple, and I just don't get the myriad of issues anymore. I still have my windows 8 machine, but I got sick of trying to fix Microsoft's half arsed attempt at a good system. Bring back Windows 7 I say!
