the files or folders in question are not open in another program, windows is just refusing to let them be moved or deleted due a recent action ie: photographs moved elsewhere etc

This may also be helpful:

Open Windows explorer.

Click ‘Organize -> Folder and search options’ (or ‘View -> Folder options’).

Select the ‘View’-tab.

In the ‘Advanced settings’ window, disable ‘Launch folder windows in a separate process’.

You may need to force restart all explorer instances (via task manager) or reboot your computer if the setting is not applied immediately.

Well said! I am sick and tired of wasting so much of my life trying to sort constant problems with my useless windows 8 operating system. Microsoft should be ashamed of this pile of trash and offer refunds to to all us poor suckers who fell for it. I'm saving up for a Mac.....

I agree except that I'm sure MacOS will have issues, too.  Also, I can live with a few annoyances considering all the productivity and entertainment Microsoft has provided me since the '80s.

My office is tied to 7 because 8 changed something in networking that prevents us from using the network scanner.  Microsoft's answer to that is the same as Apple's -- you need to upgrade your equipment.  I'm on Windows for the long haul but my iPad is indeed a magical device.  It just works.

WHY? This makes the preview pane useless if you have to turn it off all the time in order to delete something. Besides that, it doesn't work right away!
