this is annoying
the files or folders in question are not open in another program, windows is just refusing to let them be moved or deleted due a recent action ie: photographs moved elsewhere etc

This may also be helpful:
Open Windows explorer.
Click ‘Organize -> Folder and search options’ (or ‘View -> Folder options’).
Select the ‘View’-tab.
In the ‘Advanced settings’ window, disable ‘Launch folder windows in a separate process’.
You may need to force restart all explorer instances (via task manager) or reboot your computer if the setting is not applied immediately.
Restarting Windows Explorer has been mentioned several times through out the thread, folks here are looking for a solution from MS.

I too have been so frustrated by this silly bug of windows, did my research and found a solution, which I hope helps you too.
Go: Task Manager->Processes->Apps. Find Windows Explorer and shut it down or restart it, in my case. Then try to delelte the file which could not be deleted. It didnt work immediately for me, rather with my 2nd attempt, but I still thought I should share. Good luck!
Unfortunately they won't answer. Windows 10 is launching this summer (USA) . Let's hope they get ir right this time. Good news is that everyone with Windows 7 upwards gets a free upgrade.
I am getting this same dang error on my 2008r2 server. It happens to random files and random times. I have logged onto the server as the admin and I am still unable to delete the file(s). I have disabled the thumbnail cache, killed explorer, rebooted the server, and just about everything else listed on this thread and still nothing. It eventually lets me delete the file, when I have my directory on my butt to get this fixed asap, I want to get this fixed asap. Does anyone have a solution other than the usual ones listed?
