This works for me in Windows 8.1 to fix this:

type "services" in the Windows search box

From the list of services, choose Windows Audio

Stop the service, then

Start the service

Sound now plays in Movie Maker.

Richard, this did not work for me.  there is no way to play cell phone videos with sound  in Movie Maker or Windows Media Player.  I have to purchase a 3rd party conversion program.  The free program does not convert your whole video, only a small segment.   Not worth it for me.  Will stick with my Mac to make movies.  Thank you for your help.

The solutions to restart a service have not worked.

In my case, I have already edited videos without a problem.  But now I suddenly do not have sound.  I was a .TS file, ran it through Handbrake to convert to MP4, no sound. Play with other products, there is sound.

Go back to files edited in past, they now have no sound even though they did several days ago, so I have the codeC files..

    Thanks,

    Clark
